THIRUVANANTHAPURAM: The doctors’ strike led by the Kerala Govt Medical Officers Association (KGMOA) in protest against the transfer of the superintendent of the Cherthala Taluk Hospital, has badly affected the patients.

The OP of many hospitals did not function. The strike affected hospitals including general hospitals and primary health centres. But medical college hospitals have not been affected

China coal mine fire kills 11 workers


BEIJING: A fire at a coal mine in northern China has killed 11 workers. Two others are missing.

The official Xinhua news agency reported on Friday that the workers at the coal mine in Zhangjiakou city died from carbon monoxide poisoning when an air compressor caught fire underground.

There were 13 miners underground when the fire started.

Thiruvananthapuram: Actor Jagathy Sreekumar who was under treatment at Vellore Christian Medical colleges has been shifted back to his house in Peyad here by Friday morning 4 am . He was shifted in caravan van of actor Kalabhavan Mani and his son Raju and son in law Shaun George accompanied the actor. Relatives said he will be in his house for next two months and treatment will continue as per the directions of doctors from Vellore. They said his health condition has been improved but is unable to speak till now. Jagathy met with an accident in Panambra Malappuram last year March 10 and is under treatment since then.

Thiruvananthapuram:Kerala's ruling United Democratic Front (UDF) Thursday welcomed the union budget for 2013-14 as a balanced one bringing a bit to cheer to the state while the opposition CPI-M dismissed it as a 'wet cracker' and mere tinkering.

State Finance Minister K.M. Mani, who is getting ready to present his 11th state budget, said that Chidambaram's budget is neither a populist one nor one that hurts. 

'Of course, there are certainly good things like the attempt to reduce the fiscal deficit from 5.2 percent to 4.8 percent. Also the agricultural sector has got a fair deal. The farmers will now be able to get loans at fourper cent. Also there appears to be increase in allocation in key sectors like HRD, education, health and rural development,' Mani told reporters here. 

Kerala has got Rs.75 crore for strengthening its coconut plantation and coir sectors. 

The proposed Kochi Metro Rail also figured in the budget with an allocation of Rs.130 crore for it and also Rs.6.80 crore for the Kochi special economic zone. 

Communist Party of India-Marxist (CPI-M) leader and former state finance minister Thomas Issac, however, termed the budget nothing but a 'wet cracker'. 

'Chidambaram has done some tinkering and after giving five lakh crores (of rupees) by way of tax sops to the rich and the corporate sector in the past five years, he has taxed the super rich to the extent of 10 percent and that too only for one year,' Issac said. 

'There is nothing in the budget and where is he going to find the revenues?' asked Issac, who presented five state budgets (2006-11). 

There was, however, allround cheer for the proposed all-women public sector bank.

US private sector hopes to send older couple to Mars



A team led by millionaire and former space tourist Dennis Tito plans to send a 'tested couple' to Mars and back in a privately funded mission.

The Inspiration Mars Foundation plans to start its one-and-a-half-year mission in January 2018.

The foundation has carried out a study which it says shows that it is feasible to achieve such a mission using existing technology.

The group still has to raise funding for their mission.

Among those involved in the project is Jane Poynter, who spent two years locked away in a sealed ecosystem with seven other people in 1991 which she described as a 'New Age Garden of Eden'.

She told BBC News that the mission planners wanted the crew to consist of an older couple whose relationship would be able to withstand the stress of living in a confined environment for two years.

'I can attest from personal experience from living in Biosphere 2 that having somebody that you really deeply trusted and cared for was an extraordinary thing to have,' Ms Poynter explained.

Ms Poynter, who ended up marrying one of those involved in the Biosphere 2 project, Taber Macallum, admitted that it could be 'challenging' for the couple. But said that the selection process would attempt to find 'resilient people that would be able to maintain a happy upbeat attitude in the face of adversity'.

The plan was to choose a middle-aged couple because their health and fertility would be less affected by the radiation they would be exposed to during such a long space mission.

The couple would receive extensive training and would be able to draw on psychological support from mission control throughout the mission.

Ms Poynter's expectation is that a couple journeying to Mars would be 'inspirational'.

'We want the crew of vehicle to represent humanity,' she said. 'We want the youth of the world to be reflected in this crew and for girls as well as boys to have role models'.

Space historian, Prof Christopher Riley of Lincoln University, believes that sending a couple to Mars might be a good idea.

'The idea of sending older astronauts on longer duration missions, after they have had children, has been around for a while. The reasoning is that such a long duration mission, outside of the protective magnetosphere of the Earth, could leave them infertile,' he said.

'Married couples have occasionally flown in space before, on short flights, and it seemed to work well, so why not.'

However results emerging from the so-called Mars500 project suggests that even carefully screened individuals are likely to suffer from psychological problems from a prolonged space mission.

The mission will be a straightforward flight to the Red Planet and return without landing. This greatly reduces the cost of the mission. The Mars Inspiration team believe that it is technically possible to launch such a mission in five years' time.

The Mars Inspiration team is aiming for a January 2018 launch because it coincides with a close alignment of Mars and Earth, such that a round trip would take about a year-and-a half, or 501 days - whereas outside of this window such a trip might take two or three years .

Many believe that new technologies will need to be developed to deal with the extended periods of radiation such a trip would involve and to cope with supplying food and water for the crew.

The Mars Inspiration team says that it has carried out a feasibility study for the mission which it plans to release on Sunday. Anu Ojha, from the British National Space Centre in Leicester has seen the study.

He says that it is theoretically possible to go to Mars and back using the Dragon and Falcon Heavy systems manufactured by California-based firm SpaceX.

But conditions would be squeezed and spartan, with no room for pressurised space suits. The report suggests that 1,360kg of dehydrated food will be enough to last the journey and the manifest includes 28kg of toilet paper for a crew of 2 for 500 days.

But the issue of radiation protection according to Mr Ojha is 'glossed over' with the recognition that more work and 'creative solutions' need to be explored. More work will also need to done to improve recycling technologies to convert urine into water.

The man leading the venture is Denis Tito, who paid 20 million dollars to become the first 'tourist' in space. He spent six days on the International Space Station (ISS) in 2001.

The millionaire is financing part of the project but much more money needs to be raised. The organisers have not stated how much the mission will cost nor how much they need to raise, saying only that it is much cheaper than one would imagine a Mars mission to be. Ms Poynter did however confirm that a significant amount of money still needed to be raised.

Anu Ojha believes that unless the venture is 100% underwritten at this stage it won't get off the ground.

'If a bunch of billionaires have committed the approx $1-2bn required, then we could see history being made in under five years. If (at the) the press conference they say 'we have this fantastic concept but need the money - please give generously' then it's dead in the water,' he told BBC News.

However Prof Riley is more optimistic. 'There are lots of big ifs in trying to achieve this epic endeavour, but none which are totally insurmountable given enough money and assistance, and the will to do it,' he said.

'It takes mavericks like Tito to create such pivot points in history where significant things happen, and such a trip would be as significant as Apollo 8's first circumnavigation of the Moon on Christmas Eve 1968, when the world listened in to the reflections of the first human beings to orbit another world.

'Perhaps fifty years later, on Christmas Eve 2018 we might be all tuning in to a similar broadcast from Mars. I hope so!'

The effort represents the latest development in private sector companies moving into space exploration. Last December, one of the last men on the Moon, Harrison Schmitt, told BBC News that he believed Nasa and other government run space agencies were 'too inefficient' to be able to send astronauts back to the Moon.BBC

PDP leaders seek bail for Madani to attend daughter's marriage


Kollam: In a press meet held on Wednesday, PDP leaders sought interim bail for PDP chairman Abdul Naser Madani to attend his daughter's Nikah ceremony. The nikah would be held on March 10 at Kollam and as father Madani's presence is needed to conduct the rituals. The leaders sought bail on a humanitarian basis. They requested the state government to intervene. If bail is granted the party will incur all expenses to shift him to Kollam.

'Assuming that 10 lakh (one million) youth can be motivated in one year, skill trained youth will give enormous boost in employment and productivity,' Chidambaram said while presenting the federal 2013-14 budget to the Lok Sabha, the lower house of parliament.

The finance minister allocated Rs.1,000 crore (Rs.10 billion) for the 'ambition', saying that it would be a 'trigger for skill development in the country'.

The National Skill Development Corporation would be asked to set the curriculum and standards for training in different skills.

Trained youth who pass a test at the end of the training period would be given a monetary reward of Rs.10,000, on an average.

Tablets, notebooks for just Rs.25 for Goa students



 

Panaji: Students in Goa can now get a tablet PC or a notebook for just Rs.25.

The digital largesse is a part of the Goa government education department's initiative to familiarise Class V and VII students with computers in order to 'prepare them for the life ahead and get them curious about the e-systems', according to additional director education Anil Powar.

'General category students will have to pay only Rs.25 while SC and ST students will have to pay Rs.10 to register for the scheme,' Powar told reporters here Tuesday.

The official said that the state government was making arrangements for purchasing nearly 50,000 notebooks and tablet PCs for distribution.

'All the computers will have a special e-learning packages. After a day in class, the students will now be able to revise their tutions at home over the tablets,' Powar said, adding that a provision of Rs.95 crore had already been made for the purchase of the computers in the last budget presented by Chief Minister Manohar Parrikar.

All the systems will have inbuilt security systems installed to ensure that the computers are not misused for pornographic purposes and other controversial web applications, but the education department will also take an undertaking from the student's parents before handing over the computers.

'It is a no objection certificate saying they are OK with us giving them the computers. The parents should also be in a position to both goad the students to logging onto the right websites,' he said.

The Goa government was the first state government in the country to give out free laptops to students over a decade ago.

Kidney cells successfully generated artificially



Singapore: Scientists in Singapore have successfully produced kidney cells under laboratory conditions, without using animals or cells from other organs.

Researchers at the Institute of Bioengineering and Nanotechnology (IBN) have successfully generated human kidney cells from human embryonic stem cells in vitro; the renal cells were produced under artificial conditions in the lab without using animals or organs, something that was not been possible until now.

IBN Executive Director Jackie Y. Ying said: 'This discovery has wide-reaching implications for in vitro toxicology, drug screening, disease models and regenerative medicine. In particular, we are interested in applying our technology to develop predictive in vitro drug testing and renal toxicity models as alternatives to animal testing.'

The scientists said that the kidney is a major target organ for drug-induced toxic effects. Therefore, it is important for pharmaceutical companies to find out early in the development phase whether their drugs would cause nephrotoxicity in humans.

However, animal models are of limited predictability, and there is currently no regulatory accepted in vitro assay based on renal cells to predict nephrotoxic effects, reports Science Daily.

'A major problem is the lack of suitable renal cells, which may now be resolved through our discovery,' said researcher Daniele Zink.

56 cases of sexual harassment in Navodaya, Kendriya Vidyalayas


NEW DELHI: Fifty-six cases of sexual harassment have been reported in the Navodaya Vidyalaya Samiti (NVS) and the Kendriya Vidyalaya Sangathan (KVS) since 2010, government said Wednesday.

This information was given by Minister of State in HRD Ministry Shashi Tharoor in a written response to a question in Lok Sabha.

According to the information given by Tharoor, there have been 14 such cases in the NVS of which charges had been proved and services terminated in one case while investigations were on in the remaining cases.

Forty-two cases of sexual harassment of teachers were reported in KVS of which charges had been proved and action taken in 20 cases while 18 cases were under investigation.

Charges had not been proved in three cases in the KVS and one case is sub-judice, the data says.

In response to another question, Tharoor said a committee of the Central Advisory Board of Education (CABE) has been constituted to examine the provisions of the Continuous and Comprehensive Evaluation (CCE) in the context of the no-detention policy under the Right to Education Act.

While responding to another question, the minister said the Department of Personnel and Training (DoPT) is the nodal department for Sanskriti school.

Death sentence for two in Anitha Murder case



KOZHIKODE: Two persons were Wednesday awarded capital punishment by a local court here for killing a college student after outraging here modesty in Wayanad about two years ago.
District Sessions Judge M J Shaktidharan awarded death sentence to first and second accused Nazer and Eratta Gafoor respectively after finding them guilty of killing Parallel College student Anitha after raping her at Appappara forest on August 9, 2011.
Prosecution had argued that accused Nazer had admitting of abducting Anitha in the guise of love and strangulating her to death after rape.

Prosecution had argued that accused Nazer had admitting of abducting Anitha in the guise of love and strangulating her to death after rape.

MUMBAI: Controversial Pakistani actress Veena Malik has entered the Guinness World Records by receiving 137 kisses on her hand in one minute. She admits it is for the sake of her upcoming film The City That Never Sleeps.

"I am a celebrity anyway and if you say that it is for publicity, ok, yeah, we need publicity for The City That Never Sleeps," Veena said here Tuesday after breaking the earlier record set by Salman Khan of 108 kisses.

"We have to break 20 records for the film and this is one of the records," she added.  In 2011, Salman had got 108 kisses in a minute on a TV reality show Guinness World Record - Ab India Todega.

It was Veena's birthday on February 26 and the men were chosen through contest The City that Never Sleeps-Bollywood Hunt. "Long back we decided that I will break this record on my birthday and now we have to break 19 more records for The City That Never Sleeps," Veena said.

Karat flags off CPI-M's southern march


Kanyakumari : CPI-M general secretary Prakash Karat Sunday launched the southern leg of his party's 'Sangharsh Sandesh Jatha' - march for struggle - that will highlight problems faced by the common people, including price rise and corruption.

The Communist Party of India-Marxist (CPI-M) will also send three other jathas - from Kolkata on March 1, Amristar on March 4 and from Mumbai on March 8th. They will all culminate at Delhi's Ramlila grounds with a rally on March 19.

Other smaller jathas will begin from from Assam, Odisha, Gujarat and Himachal Pradesh and will join the main marches.

'The purpose of the jatha is to highlight the problems faced by the people on account of price rise, unemployment, the problems faced by the farmers and the massive corruption. We are the only one to form alternative policies to the present ones being laid out by either the Congress or the BJP,' said Karat while launching the jatha.

The southern leg of the 'jatha', led by politburo member S.Ramachandran Pillai, will enter Kerala Monday. It will pass through eight of the state's 14 districts before entering Tamil Nadu again through Palakkad.

'Through this march, the CPI-M will mobilise people to fight for their rights, especially the right to food, right to employment, education, health. Besides, it will ask the people to fight the massive corruption in the country,' added Karat.

Altogether, more than 10,000 km will be covered by all the four marches of the CPI-M.

Ten lakh copies of a booklet explaining the aim of the march have been published in various languages for the campaign.

Earthquake shakes buildings in Tokyo


Tokyo: A 5.7-magnitude earthquake hit Japan on Monday, setting buildings in the capital swaying but causing no risk of a tsunami, seismologists said.

National broadcaster NHK said there had been no abnormalities detected at nuclear power plants near the epicentre, which was north of Tokyo, where buildings rocked for upwards of half a minute.

The US Geological Survey said the quake had hit at 16:23 (0723 GMT), with its epicentre 57 kilometres (36 miles) north-northeast of Maebashi and around 143 kilometres north-northwest of Tokyo.

The agency said it had struck at a depth of nine kilometres.

The Japan Meteorological Agency had earlier put the magnitude at 6.2

Takayuki Fukuda, an official at the Nikko city fire department in Tochigi prefecture, near the epicentre, told AFP by telephone that the quake had rocked the city, a popular spot on the tourist trail.

'It shook vertically for about 10 seconds. Nothing fell from shelves and window glass was not shattered. There was no report of fire and we are preparing to patrol the city,' he said.

He said there had been preliminary reports that a wall in the city had tumbled, injuring an unspecified number of people.

NHK said several bullet trains had been temporarily stopped, but service had resumed moments later.

Japan is regularly hit by powerful earthquakes and has largely adapted its infrastructure to tremors that can cause widespread damage in other, less developed countries.

However, a huge undersea quake with a magnitude of 9.0 in March 2011 sent a towering tsunami into the northeast of the country, devastating coastal communities and killing nearly 19,000 people.

It also sparked the world's worst atomic accident in a generation when waves knocked out the cooling systems at Fukushima nuclear plant.

Park Geun-hye becomes South Korea's first female president


SEOUL: Park Geun-Hye was sworn in as South Korea's first female president Monday, vowing zero tolerance with provocation from North Korea and demanding Pyongyang 'abandon its nuclear ambitions' immediately.

As leader of Asia's fourth-largest economy, Park, the 61-year-old daughter of a military strongman, faces challenges including slowing growth and soaring welfare costs in one of the world's most rapidly ageing societies.

Taking the oath of office before 70,000 people in front of the National Assembly building in Seoul, Park called on North Korea to 'abandon its nuclear ambitions without delay' and rejoin the international community.

The North carried out its third nuclear test earlier this month, triggering global condemnation and the threat of toughened sanctions from the UN Security Council.

'North Korea's recent nuclear test is a challenge to the survival and future of the Korean people, and there should be no mistake that the biggest victim will be none other than North Korea itself,' she said.

'I will not tolerate any action that threatens the lives of our people and the security of our nation,' Park said, while promising to pursue the trust-building policy with Pyongyang that she had promised in her campaign.

'I will move forward step by step on the basis of credible deterrence,' she added.

Observers say her options will be limited by the international outcry over the North's February 12 nuclear test, which has emboldened the hawks in her ruling conservative party who oppose closer engagement.

Monday's two-and-a-half hour inauguration ceremony, held on a chilly and cloudy morning, included a 21-gun salute. As part of the warm-up act before Park arrived, Korean rapper Psy performed his global hit 'Gangnam Style'.
